    Legislation & establishment

The statutory foundation that creates the IFR and brings its powers into force.

    • 21 Jul 2025

Football Governance Act 2025 — Royal Assent

The Act establishes the Independent Football Regulator (IFR) to oversee financial sustainability, governance and fan engagement in English men's professional football.

  2. 2

    Consultation & design

Stakeholder consultations that shaped the licensing framework and corporate governance code.

    • 4 Sep 2025

      Leadership appointed; licensing consultation opens

David Kogan appointed IFR Chair and Richard Monks appointed CEO. Consultations launch on the internal review function and the licensing regime (closing December 2025).

IFR consults on the terms of reference for its State of the Game report.

    • 17 Mar 2026

      Second licensing regime consultation (CP2/26)

IFR issues a detailed second consultation on the draft licence, rules and guidance — closing 5 May 2026. Includes the four Mandatory Licence Conditions (MLCs).

  3. 3

    Finalisation

The final licensing framework clubs will be assessed against.

    • 1 Jul 2026

Final licensing rules and guidance published

IFR publishes the final Licensing Guidance, Licensing Rules, IFR Licence and MLCs, Corporate Governance Code and provisional licence application guidance.

  4. 4

    Provisional licence application

The window in which every club in scope must apply for a provisional licence.

    • 2 Nov 2026

      Application window opens

Clubs already in the top five divisions can submit provisional licence applications via the IFR online portal, including a strategic business plan and personnel statement.

    • 26 Feb 2027

      Application deadline (existing top-five clubs)

Clubs competing in the top five divisions during the 2026/27 season must submit a completed application. National League North/South clubs apply once promotion is confirmed.

  5. 5

    Compliance deadline

The point at which a provisional licence becomes a condition of competing.

    • 2027/28 season

      Provisional licence required to compete

All 116 clubs in the top five divisions, plus promoted National League North/South clubs, must hold a provisional licence to compete. A full licence follows at least one year of MLC reporting.

Why this matters for your board

The provisional licence application requires a strategic business plan, personnel statement and evidence against the four MLCs. ISR-GEM's Pre-Audit and IFR Full Licence Readiness Diagnostic Audit prepare clubs for that submission on the regulator's timetable.
